Singapore is among the highest, probably due to its forced ranking stupid dumb bell shaped performance criteria. An award ranking method by Fortune which were used by Enron which led to its collapse due to fraud.
When you set impossible KPI, key performance criteria, people will still achieve them but by cheating. Everybody knows about it except the guy asking for it. Probably he knows about it, but pretend not to know so that he can publicise the false data to promote himself.
